         In this research paper Kapil Kapoor argues that the concept of English as a second language is not purely pedagogic construct and has to be properly understood in a larger social and education context.
       Second language can understood in two different ways (1)  English is a second language of that one or more in the languages (2) school education the second language is what is into news is after the primary stage.
        It can understand in the latitude and in the storico perspective English in India is the symbol of linguistics centralism and other Indian languages  represent liguistic regionalism.After withdrawal of the  British from India the question is about the status of English and other regional languages. Role and relationship of English vis-a-vis the Indian languages. After that Kapil kapoor say that English is the pan-Indian language.
     This is the talked  about the role of English:
(1) English is the language of knowledge
(2) English is a our window on the world.
(3)English is the language of liberal Morden thinking.
(4)English is Library language;English is the language of reason.
(5) English is the link language.
(6) English is the lingua franca.
   
             At last he says that English functionally is the third language it cannot be a second language.But English is allowed to be introduced into studied as a second language.
     In this essay we can say that English is studied as a second language but it is not ,it is a third language because Indians has first language is their mother tongue or regional language and the second language of all Indians is Hindi the third number is of English.
